In recent years, Intelligent Traffic Controller Systems have become increasingly important to local authorities and agencies such as the Intelligent Traffic Controller ,Traffic Signal Controller and Wireless Solar Traffic Controller in order to optimize performance and enable flexible traffic management. Intellignet Traffic Controller systems play a central role, and wireless Solar technologies, particularly Green Conflict Test Technique, offer the opportunity to significantly reduce costs. Reading Borough sought to introduce a Wireless Solar Controller as part of the ongoing Transport development of Intellignet Traffic Controller System in the area, in order to demonstrate:

• A more reliable solution to the constant loss of connectivity with the incumbent's aging copper wire infrastructure
  
  
• A more cost-effective solution to the expensive upgrade to digital of the incumbent's analog infrastructure
  
  
• How the open system approach can support and promote transportation policies and objectives
